Vice-Rector for Research and Scientific Work of the Diplomatic Academy of the MFA of Russia O.Karpovich took part in the meeting of the Presidium of the Higher Attestation Commission under the Ministry of Education and Science of Russia.

The meeting discussed the set up of new dissertation councils in a number of Russian universities, the inclusion of journals in the List of peer-reviewed scientific publications of the Higher Attestation Commission of Russia and also considered applications for the award and deprivation of scientific degrees.

During the discussion it was decided that it was necessary to develop a set of measures to improve the level of training of highly qualified scientific personnel based on the intensification of scientific work with young scientists, publication activity and the widespread introduction of scientific mentoring.
