INFORMATION FOR AUTHORS

The editorial board of the scientific journal "The Herald of the Diplomatic Academy of the Ministry of Foreign Affairs of Russia. Russia and the World" reviews submitted materials on the journal's subject matter for possible publication and informs authors of the decision in an official letter with the note "The article has been accepted for publication in the journal 'The Herald of the Diplomatic Academy of the Ministry of Foreign Affairs of Russia. Russia and the World'".

The author, with the article text, provides the following information in a separate file: full name and author information, article title in Russian and English, contact phone number, and email address. The article text must be formatted strictly in accordance with the requirements.

Submitted material must be original and not previously published in other print or electronic publications. All materials undergo mandatory checking using the Antiplagiat system.

Each article undergoes mandatory review by a specialist with an academic degree in a field of scientific knowledge close to the topic of the material submitted for publication.

Articles by postgraduate students and applicants are accepted for consideration upon receipt of a review from their supervisor and then undergo peer review.

The article requires an abstract and keywords in both Russian and English. The abstract must be at least 100 words long.

REQUIREMENTS FOR SUBMITTED MATERIALS

The main text of articles (materials) should be typed in 14-point font, with footnotes in 10-point font, using Times New Roman font, and spaced 1.5 times. Articles should be no less than 25,000 characters long and no more than 60,000 characters long (including spaces), excluding the abstract, keywords, and bibliography. Tables should be submitted in Word format, and graphs and charts should be formatted in Excel. When preparing these, please keep in mind that the journal is published in black and white. Illustrations and photographs should be submitted in jpeg (with a resolution of at least 300 dpi) or pdf format.

The author is solely responsible for compliance with intellectual property laws (including those applicable to illustrations and photographs used in the text) and, where necessary, provides the appropriate permissions for publication from copyright holders.

Each article is followed by a numbered list of references and bibliography ("References"), arranged in alphabetical order:

for book publications: Author. Title: Translated from English (German, French, etc.) City (place of publication, abbreviated): Publisher, year. – 000 p.

for periodicals: Article Author. Title // Publication. Year. Date and Month (in words, abbreviated) and/or No. P. 00-00.

for online sources:

Foreign sources are formatted similarly.

Footnotes are permitted for explanatory purposes, but are not allowed when citing. In these cases, the cited source number (in bold) in the list ("References") and the page(s) of the publication are indicated in square brackets. Examples: [8, p. 12] or [8, pp. 12–14]. Explanatory (reference and substantive) footnotes (notes) must be numbered on a page-by-page basis.

GUARANTEES

Authors submitting their work for publication in the journal "The Herald of the Diplomatic Academy of the Ministry of Foreign Affairs of Russia. Russia and the World" guarantee that the articles are original (not previously published in other publications in their current or similar form), are not under consideration by the editors of other publications, and all possible conflicts of interest related to copyright and publication of the articles under consideration have been resolved.

The authors confirm that their publication does not violate any existing copyrights and guarantee the publisher compensation for damages should any such violations be discovered.

For ease of distribution and to ensure compliance with the material usage policy, authors transfer exclusive ownership of the manuscript to the publisher, unless otherwise provided.

When the editorial board accepts an article for publication, the authors sign a License Agreement, which sets out the mutual guarantees of the parties.

PERMISSION TO USE CONTENT

Before submitting an article to the editors for review, authors must obtain permission to use any content created by others. Failure to do so may result in rejection of the article.

RESOLUTION OF CONTROVERSIAL ISSUES RELATED TO PLAGIARISM

The journal "The Herald of the Diplomatic Academy of the MFA of Russia. Russia and the World" adheres to standards of scientific ethics, protects the reputations of its authors, and takes all cases of plagiarism seriously.

Accusations of plagiarism can impact the careers of authors. When such situations arise, a system of procedures is in place to respond to potential accusations of plagiarism.

To ensure objectivity, the editorial board thoroughly investigates each case and considers the arguments of all interested parties. Before taking further action, the editorial board seeks to obtain the most accurate information from the authors of the disputed publication or copyright holders and reviews this information. The editorial board's decisions are impartial, objective, and not influenced by third parties.

The editors reserve the right not to respond to accusations of plagiarism if the accuser provides false personal information (e.g., using a false name) or acts in an unethical or threatening manner. The editors are under no obligation to discuss cases of suspected plagiarism with anyone not directly involved.

PEER REVIEW POLICY

  • All submitted manuscripts and recommendations for publication in the journal "The Herald of the Diplomatic Academy of the Ministry of Foreign Affairs of Russia. Russia and the World" undergo peer review and approval by the journal's editorial board.
  • Submitted manuscripts are pre-screened and checked for compliance with the journal's scientific disciplines and formal requirements. If they are not, the manuscript will be rejected, and the author will be notified accordingly.
  • After preliminary review, the manuscript is sent for review to a reviewer selected from the editorial board or editorial council (internal review). The article may also be sent to an independent expert (external review).
  • The review should be brief and contain an objective assessment and qualified analysis of the article manuscript, highlighting its relevance and novelty, listing the article’s shortcomings, and suggestions for improving the manuscript.
  • The review must contain recommendations (positive or negative) regarding the possibility of publishing the article in the journal.
  • Based on the review results, the article may be accepted for publication, rejected, or sent to the author for revision.

  • If the review contains a positive conclusion regarding the acceptance of the manuscript for publication, the final decision on publication is made at a meeting of the editorial board. The responsible representative of the editorial board notifies the author of this decision.
  • If the review contains a negative conclusion regarding the acceptance of the manuscript for publication, the article is reviewed at a meeting of the editorial board, which decides whether to reject the article. The responsible editorial board representative sends a reasoned rejection to the author.
  • If the review contains recommendations for revision of the article manuscript, the article is sent for revision and must be submitted for review again within the timeframe specified by the editors.
  • The review and approval process for articles takes up to 3 months from the date of receipt of the manuscript.
  • Reviews of article manuscripts are kept by the journal's editorial office for 5 years.

ARTICLE PUBLICATION RULES

  • Members of the editorial board, led by the editor-in-chief, meet promptly to review peer-reviewed manuscripts and make a final decision on the timing of the article's publication in the journal, upon the recommendation of a representative of the editorial board.
  • Articles are published in sequential order. At a meeting, the editorial board may decide to publish an article out of turn.
  • The editorial board prepares the manuscript for publication, which consists of editing the text. Editorial revisions are agreed upon with the authors. The editorial board is not responsible for stylistic revisions or formatting adjustments made during the publishing process.
  • Authors are responsible for the content of their submitted materials. The editorial board does not always share the opinions of the authors and is not responsible for the inaccuracy of published data.

  • The editorial board does not bear any liability to the authors and/or third parties or organizations for any damages caused by the publication of the article. The editors reserve the right to retract an already published article if it becomes apparent that the article's publication process violated anyone's rights or generally accepted standards of scientific ethics.
  • The editors will notify the author who submitted the article, the reviewer, and the organization where the work was performed of the retraction.
  • Manuscripts of articles and other submitted materials will not be returned.
  • Articles formatted without regard to the above Rules will not be accepted for publication.
